Interface OpenTroveParams

SDK-side fee cap, 1e18-scaled fraction (e.g. 10n ** 16n = 1%). Throws MaxFeeExceeded.

Advisory, never an on-chain guarantee (MK-011). No MUSD write path takes a fee cap parameter, so nothing on chain enforces this. The SDK reads the fee, compares it here, then sends; the governable rate can move in between and the transaction still mines at whatever is live. A pre-flight sanity check, not a protection.
