A collateral withdrawal larger than the collateral the Trove holds (MK-243).
The contract never reaches its assert(_collWithdrawal <= vars.coll) (BorrowerOperations.sol:837) with
such an input: the checked subtraction in _getNewTroveAmounts (:1319), called from :828, underflows
first with Panic 0x11, so on chain it is a Panic, not a reason string. This is the only condition this error names. Until 0.5.0 it was also what the adjust
precheck threw for the individual ratio gate, while the decoder threw ICRBelowMCR for the same
gate, so one contract rule reached a caller as two codes depending on which path caught it.
